I like the spell unupped and permanent upped. It is certainly a new twist!

The Ability seems more useful to earth, yet also works for  :air :P

Considering it's a permanent, the upped should probably target one creature only.  Give it a cheaper cast cost (and maybe activation cost as well), but right now you have TStorm on a stick.

how about if it has 'Stability counters' that deplete each time you use it, or it has a duration and upkeed instead?

I'm not actually fond of upkeep costs, personally.  They just seem a lazy way of balancing a card that ends up creating more problems than it cures.  While having counters for it would work, somewhat, it still gets around the fact that late game, you can drop a whole bunch of these out at once, and within a turn or two burn through most of your foe's creatures.

What you could do with the upped instead is to turn it into a weapon, say:

5 :gravity
Weapon: Deals 5 damage to opponent.   :gravity: Target flying creature loses airborne for 1 turn and takes 1 damage.

no spell to weapon doesnt fit this, spell to perm. It does only affect flying creatures making this situational. It is meant to combo well with Wings. Upkeep and counters is just automatically paying the activation cost each turn. With 3 counters, its no more powerful than Rain of Fire.

Take out the damage, IMO.  Especially the permanent doesn't need it, if it affects the entire field.
