Type: Spell
Effect: Removes all quanta from both players pools.
Element/Cost: Whatever element would work with a theme of a vacuum (space), perhaps darkness/20.

The cost is high because it's such a powerful ability. It would devastate pretty much any deck that has high cost key cards. It would be a great counter for rainbows, decks that require a certain type of quantum in order to work effectively (unstable gas decks, SG's anti-rainbow, etc.), or anything with high cost cards. Decks that wouldn't be too hurt by it are speed decks. It's balanced since it affects both players. I kinda think a higher cost wouldn't hurt either... perhaps 30.

I also think that each element should have one or two extremely high costing cards. This would pretty much eliminate their use in rainbows, and add more incentive to use mono/duo decks. These cards would obviously have some amazing game changing abilities.

Perhaps this is the Miracle-esque card for Darkness? Cost 15 Dark, and drains all Dark quanta (it drains all quanta anyways)?

High costing cards won't keep them from being in Rainbows I think.  By the mid-endgame, if the Rainbow player is struggling, I'll bet he has both the resources to cast this and to out-quanta his opponent towards a more certain victory.

Ya, rainbows will be able to use them, but if they want to use something their deck already uses a lot of (entropy, time, life, gravity, death, fire), they will have a hard time using those. Not to mention, most rainbows have 6 supernovas and 7 pillars give or take since the sundial nerf. Quanta production is much lower than it used to be, with the 14 tower deck or 6 supernova + 10 tower deck I used to run. Basically, high cost cards would simply be most effective in mono/duo decks, because they could have a few of those cards and get the quanta to use them much faster than a rainbow could. Rainbows could carry one or two high cost cards max (just guessing anyway) before they start to hurt their deck.
