Ok, there are quite a few variations that I could pull with this one.

-It could be a passive instead of an active ability. (My personal preference, but starting with an active ability just to test the waters.)
-It could delay activating permanents or have a chance to delay activating permanents. (My first thought, but the chat thought there is too many delaying ideas.)
-It could just increase the cost of played permanents, but that's kind of weak IMO.

Considering it's not a weapon, it shouldn't have flying stats.

Also, after this, discussed the possibility of disallowing swamp/jungle from targeting quanta sources, because it could repeatably lock down more quanta than it costs to invest in it.  This would still mean it's good against many stalls (delay SoG/sanc/bond, or SoV, or HG/mindgate) and nerf shard of freedom. (delay up to 4 of them, and also make >4 copies of SoFr in play no longer as redundant)

So what I'm getting is:

-If used on pillars/pends, limit the number of items in stack.
-Possibly have the activation cost (if I don't change it to a passive) a different element.
-more?

I do think, personally, that this would be more thematic with a passive ability.

It would allow you to turn SoP on and off without losing the shard. Not sure if OP but that's a great advantage.

That's a use I hadn't thought of, targeting your own permanents. Adds something to the active ability possibility for this card and not just a passive.
