This is UP. Compare Basilisk Blood, which is cheaper overall and delay for six turns.
"But this can kill burrowed creature". That means Antlion, Graboid, Shrieker, and Devourer (and some mutants maybe). And you only really want to kill Graboid and Shrieker using it. Too situational.

Alternatively using it on your Abyss Crawler while its flooded and SoPa is out for the +4/+4 doesn't count for anything?  Or is the use of it not enough to warrant a cost increase?
