The idea is to implement the switching so that if it's ever added [to live or oetg], it adds precedent to field/position/switching effects. One of the problems with implementing ideas is the lack of potential lost due to what has yet to be added.

it cost more because of one main reason:since this pokemon grow overtime it will take lots of quanta if unupped for 3 turn will cost 9 and upped will cost only 6 which will keep getting farther and farther more expensive as it grow

The upgraded has a significantly lower upkeep cost [assuming constant use of ability] as well as a better initial survivability.

+2 HP is very impressive also which if you use blessing and opponent use shockwave=still die when unupped but stay alive when upped to last longer,and -1 quanta as I say before after 3 turn it will be like gaining 3extra quanta and 6 turn equal 6quanta it is very useful

Extra +3 over 3 uses.

Also, a 2 quanta ability cost means it can be played more reliably in conjunction with other cards per turn. [e.g. 6 :entropy allows 3 Unstable Matters to use their abilities instead of just 2.]

An use that is already in game for creature position is the attack order, that is very relevant against bonewall (you want your biggest hitters attacking last) or if you have antimattered creatures (to finish the opponent its best that they are attacking last) or with vampire creatures when you are finishing the opponent (if they attack first you finish the game with more HP).

And then there is flooding, you may want to sacrifice this for a more important creature if this is in the center.
