If it cannot kill a creature (cannot put them below 1 HP), then its not OP. But, I don't know how to word that to a minimum (just tried!) to fit into the little card details box.

Make it a dual element card, but decrease the power. Make it unable to kill any creatures, only decrease their health, and not target creatures from water and another element.

- While this effect kills it is extremely Overpowered. If it were not to kill but just reduce to 1 then it would combo well with infection, thunderstorm and the like but not be overpowered.

- Could do with an artwork matching the theme.

A very nifty card indeed. (How is it fair that I'm seeing all these cool environmental ideas for  :water all the time?)

Combined with flooding, and the opponent is nearly screwed when it comes down to playing a mono/duo deck filled primarily with water cards in it. It honestly shouldn't kill targets, as some elements (see Fire, Time, Darkness, and Entropy) would stand no chance to play cards on the field with that effect out - although I realize that Fire can destroy permanents. The Maelstrom's +1 AP to the water creatures is a nice touch, and it's good that you put an increased :water cost for that buff.

This effect is similar to Nightfall/Eclipse, in that it cannot stack if multiple ones are played onto the field, correct?

Yes, it does not stack.
