Interesting card. The ultimate way to use this is run an  / duo, get lots of  quanta, and keep 4 or 5 bolts in your hand.

... what if your opponent doesn't play any spells?

Also, if you have multiple in play, should it activate multiple times, or would that be overpowered?

Well it doesn't seem that bad... I mean, if you're playing fire, and you have 6 tripwires in play, I really don't think they're just gonna stand there playing blessing on photons...

It would completely screw spell-heavy decks though..

Anyways, it's your card idea, you decide. I suggest not stacking though.

Would something like SoSac or Precog be affected? Or is it only targeting spells?

SoSac would be insanely OP with this, tripwire and some SoSac is enough to kill a FG. I also don't think poison should count, since it doesn't target anything.

Taking these cards out of the picture would make this more balanced (at least SoSac) and it could be great for bluffing too.

I assume it has to be possible to target the spell.

What happens if the opponent tries to destroy this? or even steal it...
