Hurting the target creature is kind of out of Life's Theme/scope.
Delaying I can see - possibly. Hurting I can't.
This card is rather redundant as stated and it is expensive and weak to fire. If you want to make a tree card that is flammable, I suggest you stick with that idea, give it a slight boost in stats, reduction in cost and forget the CC aspect. Life cards are relatively cheap on the whole and this card doesn't seem to fit that bill either.
I think you need to make an argument as to why Life deserves hard CC (hp damage) and why a tree would be what does cc. If life was gonna have CC it seems, to me at least, it would be in the for of an animal, not a plant. I can kind of see plants like vines, stinging nettles, roses and others that are painful and or restrictive working as CC - but we already have thorn shield.
There have been many card prototypes that involved trees and life - none have made it into the game. Why is this tree card better than previous tree cards?
Anyhow, glad to have your idea, but there is still room for improvement.
