Oddly, too expensive.

I'd rather just draw/hardcast my nymphs than use this.

It's an amazing card in games where minions can hit each other. Here it's just a weakling which the opponent won't kill. Lower cost  to 3|2

I see an interesting combo with Dry Spell. Otyughs might be another good option.
But I agree it's too expensive. 4|3 seems fine to me, making both 1|1. There is a nice drawback that you might get just another Timegazer when you kill one.

In agreement with Frozen, 5 Quanta is too much of a cost.
Lowering it to 4 or 3 would be appreciated.
Otherwise, this would technically be a graveyard effect, which is basically summoning a creature upon another creature's death directly. I could be wrong in assuming so but I believe this was the definition given and if so, we were to avoid using skills like this.

Elements has no way to keep track of a stat unless a card tells it to.
It has no graveyard, to put it in mtg speak.
