this is just an idea but what if the was a weapon called "dig" and it was like a shovel looking weapon and its abililty cost like 3 quantum and it would "unburrow" a creature

Sounds like an interesting idea. To make it seem more formal, come up with a name and an upgraded name and repost the thread with the format from the stickies (you'll see). This will help you get started.

The name should be a noun like shovel or spade.

I think, they musn't exist any unborrow or imortality counter cards.If they are some card like this, nobody would make boorrow or playing immortality.

How about call it a "Gnomish Clockwork Drill"  and it sounds really fun, too. Being gnomish and clockwork, it should be an "other," no particular Qauntum type, card.

It was my opinion
I agree that no card should be able to just unburrow or phase in your opponent's creatures, allowing you to affect them with other cards -- but I think there already are another type of burrow counter cards: damage-reducing shields. If I have a titanium shield, my opponent's shriekers deal not two, but three times as much damage unburrowed, and their graboids don't attack me at all.
