... *Headscratch* I'm a thousand percent certain this was already done. Like, same card, same xkcd reference, everything. It may even have been you in the first place, come to think of it. Why make a new thread? (Forgive me, i'm not familiar with the process of card creating / submitting)

At any rate, really like the card. I wonder if it's a bit too expensive though. It's 6  :time for an avoidable CC that takes 3 turns to complete it's task, and offers a small (also delayed) buff. Seems kinda high priced to me compared to what it does. I may be wrong though, really not sure how quanta balancing works. :P

Actually, I purposefully overprice it just in case there are cases of abuse.  One thing I saw would be Adrenaline, which either speeds up the death rate or gets Time Vulture out of the Delay to use it again.

Z's Decaying Dragon carries part of the same mechanic also. So, this vulture can use the ability 3 times before being delayed, but is it then delayed for 3 turns or 9?

No, when it targets, it automatically is delayed.
