I think the upped version is a bit to strong since you can have several ones in play at the same time. It can be used as both stall card and multi fractal card. Note that it also reduces abilities that produces creatures. I also look for a better name on it. SERIES:

I don't think the upped needs 2 turn delay, it is even weaker than the unupped. Interesting idea though, this could help in an OTK or in a stall, or even in a mono , since the creatures are quite expensive.

Took me a while to figure that cumulative = stackable.

The upped is more suited to stall the opponent imo.

Fractix + dry spell also seems like a good combo (if you kill your own phoenixes the ashes are entirely new creatures and hence have no delay). Squeezing some quantum pillars, novas or immos should be enough to power the part.

Uhm...
I'd recommend having both delay for two turns.
If I'm not mistaken, all you're losing out on is an attack with 1 delay.
