NOTES:
Yes, it gets better when your opponent draws a card too. This is supposed to add more strategy to using the card and provide another counter to it: your opponent drawing lots too.

Upped version may be TOO much of an improvement. Thoughts on it?

(Thoth is the Egyptian god of time).

Great idea, and fits perfectly in :time.

I think the ending is a bit lackluster though. I would change it to: "dies when reaches 10 charges".

Or maybe give it 1|10 at first, and then +1|-1 for each card drawn.

This way it would go out with a bang instead of a lame reset.

Well the idea was to give time a midranged attacker, and almost every midranged attacker can be effectively fractaled :) . Abyssal Crawler, Giant Frog, Antlion, Vampire, Charger, Flesh Recluse...

But you're right that it could be a little too powerful with fractal. Maybe I should increase the cost by 1.

Possibly. I liked the idea of it being rewound though because it then has even more synergy with extra card drawing. For most decks, having a card rewinded would be bad since you would lose a draw. In a deck with extra card drawing, you can redraw and replay it the same turn.

I also don't like the thought of it dieing, because then it's more of a temporary attacker like ball lightning versus a good permanent mid level attacker like elite charger.

I am thinking of making the original stats 1|0 though so you need to draw an extra card on the turn you play it, or else it dies.

About the card image builder: I would, but the "art by" doesn't work on that card image builder.

Just some random calculations to decide if the cost actually IS good  8) .

Accumulative Damage, you and your opponent drawing 1 card/turn.
Turn 1: 1, 0 Charges
Turn 2: 4, 2 Charges
Turn 3: 9, 4 Charges
Turn 4: 16, 6 Charges
Turn 5: 25, 8 Charges
Turn 6: 10 Charges when you draw a card, so it is rewound. Or 36, 10 Charges if upped.

Accumulative Damage, you have 3 hourglasses and stop as soon as it is at 6 charges.
Turn 1: 4, 3 Charges
Turn 2: 11, 6 Charges
Turn 3: 20, 8 Charges
Turn 4: 10 Charges when you draw a card, so it is rewound. Or 31, 10 Charges if upped.

Actually seems pretty fair to me. It would average a 5 attack creature over 5 turns (6 attack over 6 turns upped) if didn't use any precogs/hourglasses, and when combined with hourglasses average a 7 attack creature over 3 turns and a 8 attack creature over 4 turns upped. Seems good, actually.

Still considering the 1/0 thing though. Might make it 2/0 since it would effectively cost 6 time (5 to play it, then 1 to hasten and make the creature permanent).

Have to say I like the latest idea of 0 HP. Being rewound is a bit boring though, and I fear would lower its popularity when it disrupts your own drawing power. That's not to say I dislike the idea; it's pretty neat to incorporate a different effect than death. It changes the mechanics in a refreshing way, and I like seeing that in Elements.

Ignore my previous comment. I didn't understand the card. It being rewound is perfect (that word confused me and I though it mean like "reset").

Yeah. I was trying to think of a better way to phrase it but couldn't. Would "When it reaches 10 charges rewind is applied to it" be better?

Anyway, updated both version's base stats to 2/0.

I do like original's core idea.  But I think Scaredgirl's version is a bit better.  Would certainly have some interesting card synergies with rest of time's card.  Powerful if build right, but still well balance.
