I like the idea of purifying creatures, but isn't this just a glorified pillar? I would get rid of the quantum generation, but make the skill cost 2 :water.

Yes. Pillars/Towers are places, but they're not specific places. The idea is that this is sort of like those but restricted and with a benefit.

You should probably make it cost 1  :water since it has an ability.

Yeah this this shouldn't count as a Pillar/Tower.
It would completely overshadow them.

Not sure why you'd want to have more than 6 in a deck. Since "Notes" apparently don't mean much, you can only have 1 location in play, if you have a location you can't play another one.

I thought that as long as it's the same location, you can play more then one copy of it.
You should make it a bit more specific.
