Since this card deals 1 damage to all fire creatures it kills every phoenix every turn. Thus phoenixes essentially lose their 1 free death and gain 1:fire upkeep each.
Maybe exempt phoenixes from the damage?
Also Upgraded fire creatures should be turned into unupped phoenixes.
As it stands: Fire Dragon/Ruby Dragon -> Phoenix/Minor Phoenix

Instead why not:Fire Dragon/Ruby Dragon -> Minor Phoenix/Phoenix

that is still a backward setup.

is a better setup.
Turning into a phoenix is a
better ability than turning into a minor phoenix
Change it so the Firebirds (Phoenix and Minor Phoenix) are unaffected by Fire Temple/Volcano Temple
Also change it so:
Unupgraded Fire creatures turn into
Minor PhoenixesUpgraded Fire creatures turn into
Phoenixes
