Gives the time element some permanent specific draw manipulation.
The unupgraded version provides a way to accelerate drawing of permanents. This can be quite useful for gaining access to pillars, shields, etc. at critical times, but has a double edge in that it may accelerate the opponent as well (although this may be beneficial if you are using a deckout strategy).
The upgraded version is the inverted twin of the unupgraded version. Unlike the unupgraded version, the upgraded card is specific and only affects one player at a time. This could be very useful for recycling certain permanents (like sundial and dim. shield) when used on oneself, or as a means of permanent control if used on the opponent.
The permanents that get returned in this way a placed at random positions in the deck. This, along with the somewhat random nature of the spell should help to mitigate abuse.
For stacked permanents like pillars, each pillar on the stack counts as a separate permanent. However, in the special case of bonewall, the ENTIRE card is rewound.
