Hmm... maybe I'm understanding this wrong... Here's what I was thinking happens:

SoFo has 30 hp remaining. You hit it with this. Now it has 15 hp remaining and some chump gets hit for 15 damage.
Now, if that chump happens to be the SoFo shouldn't that kill it?

... That's an interesting idea... Hmmm... I'll add a poll right now.

Basically yes, however SoFo should have 1, 16, or 31 HP, so this combo should not ever be able to kill it (as HP will be odd and damage is rounded down). Seems like the hardest part of card balancing is making sure either titan, SoFo, or fractal could not cause an OP combo... I wonder why :P :P

16 doesn't look odd to me.

True that, I suppose that it could die at that point :-\ I guess i was more focused on the protection of a 'better' SoFo that being a 31 HP one.

Round up instead of down for this card in each case, and it could work out too.
It would be a little odd, but it could work out:

syndrome a 31 hp creature, it gets left with 16 hp (31 / 2 = 15.5 -> 16) and (15.5->16) 16 damage gets done

If damage is rounded up, this card is able to kill, which seems to overshadow Owl's Eye quite a bit.

I mean round up the damage that gets transferred, but not the portion of hp lost.

I.e. the card would be capable of dealing .5 HP worth of extra damage when used on a creature with odd HPs

I.e. if you use it on a creature with 3 HP, the creature is left with 2 HP and this card deals 2 damage.

If used on a creature with even hp everything is normal.

... I admit its a bit weird, but welcome to discrete arithmetic.

Make it unable to target SoFo purely out of spite?

Or simply disallow it from being used more than 1 time on a given target.

Well, then it doesn't combo quite as well as Owl's Eye. And I'm not sure the game can keep track of that.

Sure it could, have a  :entropy counter on the targeted creature (like adrenaline or immortality status). This being said, I don't think that this should be a one time effect as this kind of destroys the effectiveness of this card. Perhaps change the percentage of creature HP to a lower value like 33% (divide by 3, then round up). This would have relatively no effect on lower HP creatures while still combating the use of it on rather large ones (ie gravity creatures or BB ones).
Another idea could be to add an  :entropy counter, and have a chance of spawning a singularity if any creature's counter builds too high (actual values not determined at present, but please consider this general idea)
