Does Soul Catcher count as a non quanta permanent?

I'm leaning towards yes, but I'm unsure. I mostly have the clause to avoid pendulums and pillars, but wanted it to fit.

Edit: before it's pointed out, upped should cost 1 less. I'll change when someone gives me art.

Soul catcher's primary purpose is quanta production so I would have guessed it was exempt myself... There should probably be a list or description of what qualifies in the OP, it will affect balance considerations.
