New Version : Seems more sensible and balanced

NAME:
Suspension Clock
ELEMENT:
Time
COST:
5 :time
TYPE:
Permanent
ATK|HP:
TEXT:
Shield:Suspend all damage. Release 18 damage for every 30 damage stopped. Release all damage if shield is removed
NAME:
Suspension Shield
ELEMENT:

COST:

TYPE:
Permanent

TEXT:
Shield:Suspend all damage. Release 12 damage for every 30 damage stopped. Release all damage if shield is removed
ART:

IDEA:

NOTES:
Not sure whether it's overpowered or underpowered

The upped version almost negate half of the damage while the unupped version also remove more than 1/3 of total damage

The only drawback is all those "negated" damage will be released at once when shield is lost and this may result in a one-turn-kill when targeted with permanent control at the right moment.

But this should act as a decent shield when the opponent has no way to take your shield away.

NOTES:
As you can imagine, this is the last-ditch attempt to save your life as it is no different from giving you 25 / 30 HP.

But beware of any kinds of permanent control which may steal / destroy your shield

Latent damage can be "healed" using various healing techniques

Seems a bit UP, this is basically a slightly more powerful heal for more than twice the cost, and as its a shield, not only does it prevent the usage of a different shield, but it also stops you from using multiples of this card (and no EM)

I would suggest increasing the amount of damage stopped and lowering the cost (or just one of those)

I think lowering the cost will be better. How about 4 quanta for unupped and 3 for upped ? Is it balanced now?

Modify : Latent damage can be "healed" using various healing techniques

well not really, i mean its still only a bit more powerful than heal, however it still costs more even though its a shield, I imagine that even if this card costs 0 it still wouldnt be used...
