This effect triggers at the end of each player's turn. The effect affects both players. I.e. at the end of your turn it happens to both you and your opponent, then at the end of your opponent's turn it again happens to both you and your opponent.
If a player is using a mark, then the card is chosen randomly and can include "other" element cards. E.g. non-rare weapons.
This should help encourage quantum rich deck strategies over those that flow with just enough to get by. It will also, hopefully, open up avenues for mark manipulation based decks.
