This card's ability seems OP for the above reasons and doesn't fit the Aether theme quite well either.

OP? Not really, it's basically an extra life. This actually feels quite UP to me. Also, the theme doesn't fit Aether. It'd be more fitting for :life, as :life needs some kind of creature protection.

No. Cards are balanced in PvP and decks/AI are adjusted to balance PvE.
Players and AI would both recognize this card was played as it was being played. (Photon does not cost quanta.)

Who gets +1|-1? The delayed creature or the shock adder? Because right now, if it can both delay and attack, it's basically a way more powerful version of warden. OP.

ugh....so it gets the ability to grant a creature +1|-1 and a 10% of delay? .... That's a... unique concept I suppose. But how does this fit into :aether? This feels like :life.

How does it feel like  :life ?

And I was thinking that, as the name says, it shocks the creature.  In doing so, it stimulates muscles while causing them to deteriorate.  And the delay comes from a slight chance of paralysis.  And it's not only meant for CC, but to boost your own creatures.  See this with Voodoo Dolls and whatnot.

+1|-1 per turn is too slow. Growth is +2|+2. Ablaze is +2|+0. Being poisonous is basically +1|+0. Overdrive and acceleration are +2|-1 and +3|-1. Rage potion is +5|-5. Using this card as a buff for your own creatures is slow and weak, not to mention detrimental as it might delay.

Contact? That really limits it to gravity pull and being eaten or sniped or something. Also, is it active or passive skill? Either way, it seems pretty useless and looks like a much weaker phase spider.

Yeah.  Sorry for jumping back and forth between ideas.  Kind of rushed to put this out for some reasons, so since it's out, might as well get it fixed now.  Gave it means to contact creatures again.
