I blame the DS.

Well, the toxin/pathogen/etc. can travel through the air.  Think a poisonous cloud/airborne virus/etc.  That's not counting the times the creatures cross to attack the opponent.

It's just all the times I've Pandemic has taught me water is the most effective way to transfer infection besides touch.  And Madagascar is the safest place to be in the case there is a mass outbreak.

I get the flooding aspect, but how does the infection reach the opponent's side of the field thematically? (without flooding)
It's a passive skill, so I think that the infection reaches the opponent after you end your turn.
