Haha, what a strange theme...

I think there should be an upkeep (probably with a lower initial cost) simply because of how anti-meta this card is.

Yeah, but we already have a card like that. It's called Bonewall.

I'm not suggesting that you make it unable to be played, I'm just saying that it needs a duration or an upkeep, like Wings or Flooding.

Perhaps something like: 3 :water "Creatures with more than 5 ATK are unable to reach you. Drains :water per turn."

This should be playtested to fine tune its balance.

I like it. It will shake the meta so be extra through with the playtesting.
