Hrmmm, I feel panda already does this, and what effects can be done to permanents that aren't harmful? Its basically a destroy all permanents card right now, something i don't want to see. Until more permanent related effects are released, i say no to this

Just pandy but affectin permanents? What are the only effects that affect permanents? EA, deflag, destroy, or steal. This still destroys 3/4ths of all permanents that aren't protected and protects the rest. It also treads on pandy's turf too much.

This is basically pandamonium right now since there are almost no standard permanent effects right now...
There are a few options though.
1) destroy
2) freeze
3) delay

Thats not much variety though, so you will need to think of others and describe them in the info text. Really, since pandamonium is already in the enetropy element you should focus on the permanents side and leave out the creature part.
