I remember seing many, many cards that copy the last spell used. I like it, but it's not the most original card ever.

My own opinion is to change the element to fire or aether, but that's a minor complaint that doesn't mean anything.

It is completely OP actually. Nymphs are considered OP because they can permanently cast Alchemy spells. Now, we have permanents which can do the same and, most of all, you can choose what type of spell to cast. Quint on a permanent stick, Momentum on a stick, Deadly Poison on a stick, Pandemonium on a stick, Chaos Power on a stick... and the list still goes on...

What if I made it only usable 3 times, for only there for 3 turns.

have it start 'frozen' for 1 turn (during which you can't set the spell),
and rather than 'the next spell you cast', make it 'the next spell cast'.
this means that, if the opponent casts a spell the turn after you play this,
your scroll is stuck to that spell.

What if I  made it next spell cast, but made it absorb all water quanta when played? Because I don't think any permeants besides weaopns can be frozen.

I don't think any permeants besides weaopns can be frozen.

There's currently no way for it to happen, but why can't it be an option? As seen in this bug, it's certainly possible to display any permanent as frozen.
