NOTES:
Ability can be triggered by either player (partly functions as a "soft" version of Silence, since like neurotoxin it discourages but does not prevent opponent from playing cards.) Playing a Spell Eater does not trigger the newly-played Spell Eater's ability, so at least one other card must be played by the end of the turn or Spell Eater will die. The idea is to run with the :aether theme of 0-hp creatures while moving away from the forced combo.

Upkeep cost helps keep Spell Eater in line with other growth creatures and also discourages the obvious Fractal+BL/RoL abuse (due to the way turns are processed, if you zero out your :aether quanta your Spell Eaters will all run out of quanta and disappear even if you have :aether sources.)

Note: the following was written on assumptions due to my poor attention to detail. I assumed the increase in power was whenever a player played a spell card (seems kind of implied given the name Spell Eater)
I feel procing only on spells is the better version of this

The 0 health may be a bit much, what's wrong with 1? Otherwise give more base damage. Good synergy with Poison. Is the health given before or after? (Dry Spell)
Unsure about consuming quanta per turn. Combined with the 0 health this seems too UP
I was considering that instead of consuming quanta, you'd give it a charge after each spellcast which could be used to gain +1/+1 for 1 :aether. Capable of depleting multiple charges per turn (like Rustler), but then I realized that's worse in a deck that effectively uses these by casting multiple spells per turn
But if you think the 0 health and consuming quanta is needed to combat the potential power of these, then using my charge idea works (the more you use them, the harder they are to maintain)

The effect would be triggered on all cards played regardless of type. Neurotoxin and Silence affect all cards whether they are "spell" cards or not, so I'm assuming that flavor-wise creature/permanent cards represent various summoning/creation spells (some permanents like Empathic Bond and Nightfall do not seem to be physical objects at all, so they apparently represent ongoing spells to begin with.)

It would still be substantially slower than Psions, since they start at lower damage and the upkeep on each one you play slows down your quanta production. There also is the aforementioned problem that Fractal interacts poorly with the upkeep mechanic, so after your initial Fractal burst it would be difficult to chain any additional Fractals.

So it's Dune Scorp triggered by both players, but with no buffs necessary, physical damage and a small upkeep. That's very strong, but not OP. I like it. Disallowing Fractal use as you have makes it more balanced (albeit more boring), and so now it functions better with draw power so that you can play tons of cards yourself. Great with SoSe, big decks with draw power and even Cremation+Snova decks to pay for the upkeep (mostly unheard of before).
