NOTES:
A little bit of PC to waddur.Some control also.
Not sure about the name Spate , not sure if that word can be applied to this.
Idea started as as some sort of flooding that happened and ruined a permanent.(sancts,eclipses that kind of stuff).
Not targeting weaps and armors makes some sort of sense both gameplaywise and lorewise.
The ability not to be able to play permanents for 2 turns after spate has be used, is to boost the card a bit and diferentiate it more from deflag/steal.

Disclaimer:Over the years I visited the card ideas section extremely rarely so I won't be aware of any similarities with an possibly already posted idea.

any kind of pc in  :water can be good, but the pseudo silence on perms make it even more strong; without counting that the "silence" is extended to pillars, with that spelling in the card (that add a pseudo hand denial similar to nightmare).
can be chained pretty easily, 4 quanta aren't too much, 6 of those gives 12 turns without playing perms.

in an element with sopa, a lot of cc, purify, one the best nymph in the game is too strong, i can understand it in  :life or  :time that totally lacks control, not in  :water

2 turns is indeed too strong.I made it with 1 but changed it to 2 last second. Also by not being able to play permanents, it excludes weapons/shield/pillars/pendulums/marks. There was just not enough room in the card to explain it.

Nice card, I do feel like it costs too little. To deny a player the ability to play perms for two turns is really strong. I think it should cost around 6 unupped and 5 upped. Otherwise nice card.

As others have said, this is definitely too cheap. Compare to Deflag. Let's assume that the small limitation of being unable to target weapons and shields would take away one quanta value. That means the effect of the silencing permanents for two turns is adding only two quanta. Silence is worth only one more than that. And that means this card should be at least however much Deflag and Silence would cost together (6 quanta). And then factor in how there's a card advantage and overall just seems much too cheap.

Sorry i meant the meaning of the name of Spate is similar to flooding.

Looked at the dictionary to find words with same meaning as flooding  :P

It was either spate or overflow , and spate sounds more evil  :P

the idea is the  permanent gets overun by a gazzilion galons of water from a tsunami or whatever.How would water destroy a permanent other way ?

The "silencing" duration as I said will be rewritten to 1 turn and will not apply to pillars/pends/marks/weapons/shields.

The cost should stay the same or at most increase +1 :water for upped and unupped version.

The card is already limited being not able to target weapons and shields.It's a different kind of PC,for water, than what already exists, making thematically sense with water and generally speaking being less powerfull than deflag and steal and used in different situations. Hence the pseudosilence for perms which makes sence thematically hopefully.

Yeah, I noticed that too.
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water
