This card is under priced.

The first effect would be used in mono decks along with quantum pillars. The card would triple the normal quanta production (or x6 in the case of rustler)

The second effect would reduce the amount of quanta that the opponent receives by [Mono:1/12, Duo:1/6, Trio:1/4, Rainbow:1/1]

So at minimum we are talking about tripling your quanta for 5 random quanta or reducing your opponents quanta into a fourth of what it was again for only 5 random quanta.

This needs a higher cost and maybe a finite duration.
