Quite so. The fact that they add effects is clear enough.

As for the card text, you can simplify it to something like

All creatures and weapons are delayed for 1 turn.

Does not stack is optional, can be in either the card text or in Notes

Upped seems too potent, going with unupped version -1 cost seems fine.

Otherwise I rather like this card.

Isn't an attribute defined as something that only attaches to a creature and affects creatures in a certain way or only attaches to a permanent?
Anyways, I believe dimensional shield already does this to a lesser, but more potent extent.

May I suggest you add a link in the Series info to the first card?

I also think the upped is too powerful. It's much like a sundial but unbreakable. Lasting for 3 turns would be too much, since while your opponent may be doing next to nothing, you can continue hurting them with poison damage, or gather quanta for a OTKO. How about leaving the effect the same as unupped, but reducing the cost?
