Mitosis costs equal to the cost of the original creature. Now for balancing.

You went for the Spark approach, so we'll ignore the 3 attack thar.

The skill normally costs 4. -1 for duo element, -1 for constantly producing creatures that die if not underwater, so I think that raising the cost of the ability by 1 would suffice.
Perception is the source of misunderstanding.

IMO, this is either UP or just unuseful... We need more Flooding mechanisms before any "underwater" mechanic can be successfully implemented.
Right now it:
Works with Flooding (dunno how well), and ONLY with Flooding.
It's UP with any other combos. Buffing it is a Trio, and anyways, not a great deal. If not, it's overshadowed by spark.

I think the community isn't ready to balance this stuff, but that's just my .50  :electrum

We could hypothetically add another -1 because you need support cards (fractal and flooding, hp buffs, etc) since it's a pretty bad card if you ignore the skill and because the only way to spam ones that don't die instantly

I think you're going about it wrong, though.

compare with ash eater and minor phoenix.

+2 for generating creatures for equal quanta (like pharoah) -1 for being situational -1 for being duo
