Kinda but it only generates quanta for spells. Lotus generates quanta for anything played doesn't it?

I also suggest only getting half the cost. This as it is now makes spells in a sense cost 0, as the net gain would be 0 after playing this.
That was kinda the point, but maybe I over did it, what if it was half refund rounded up unupped and full refund upped, both costing 0?

If it generates random quanta (still haven't fully decided on that) that would solve that issue.
