33% more, but I don't think that's makes it OP. Compared to the Arctic squid, it's makes it more balanced. Below 4 creature, squid is better by the Congeal, against 4, it's nearly the same (in my opinion, squid still wins, but they both do 12 turns, so objectively equal).

You spend a lot of quanta and turns to get the same effect of sleet using only squids. Also, your squids can get CC. As sleet avoids both of these dangers it should not be cheap. It shouldn't be as expensive as doing it with squids, because its not repeatable though.
Hail is like a combination of the old version of thunderstorm plus Sleet. Why is that useful?
Well, Hail isn't as situational, because it does in fact freeze. So if any creatures don't have 1 HP, they get frozen.
*Rain of fire, rain of fire, and rain of fire = infinite safe turns because all the creatures are dead
