Does it also affect passive abilities (devourer, voodoo, airborne, etc.)? What about permanent abilities (Ice Shield, Arsenic, Shard of Patience, etc.)?

"abilities that do not need to be used to activate" sounds like a complex way of saying "passive abilities".

Arena: Negate Passive Abilities.

How would Sky stop a RoL from generating light quanta? It just doesn't make sense thematically to me...

It affects activated active abilities too! Passives like voodoo are affected as well as dragonfly's generation. That's why I worded it like that.

I would say 'Cloud Cover' for some Air quanta to negate passive abilities, but that's just me. And can it negate passive abilities or whatever for a certain number of turns for balance?

"activated active abilities"??  Do you mean things that are already active before Sky is played?  Will you provide an example of such an ability, please?
