As it stands, I feel this card is a not good to implement as it stands. Permanents are countered by the ability to remove them. As I read this card "If you are winning, and your opponent does not have a Pulvy or BE (good chance) you can lock down the entire game and if you are lucky, have that lock till the game is over."
I can see rushing with life and playing this by turn 4. In an average game, I will have 4 pillars or so, opponent will have the same #, maybe a weapon, shield... etc. So lets say we have 10 permanents on the field. That gives it a 10% 0 turn lock, a 20% 1 turn lock, 30% 2 turn lock... etc. (Adjusted to be statistically accurate). With this one card, I can lock the field for 3-5 turns on average.
Beyond the lock, that just sounds very un-fun to me. Being chain silenced is annoying, but at least my opponent is using a card each time, lasts only 1 turn per application and it will only be bad if my opponent gets lucky with drawing the silences. And he won't be using other cards, because he drew silences. This has both of us clicking 'space' until the RNG allows us to play again.
I am also not a fan of randomness in life. Leave those effects to the elements that thrive off of them.
Either take the silence away, Limit the time allowed to be up, have it destroy only your permanents, only silence creature spells, something along those lines. Less random, more choices involved when it is played.
