Hope may be an issue, but I thought phase shield merely made creatures miss for 3 turns?
(Thematically and textually Phase Shield doesn't block anything)

i think its still considered blocked in the code (could be wrong) in much the same way that steal shows "destroyed"

That would kill FG's and arena so well. Maybe this should only apply to shields that block 3 or lower? Even then I think the cost should be raised to 9/8

It is not. That is why the health bar still has yellow when phase shield is up. Hp bar only considers damage and the amount that will be blocked.

ok that makes sense.  it still has the potential for pretty bad abuse, just in element with diamond shield against a rushy deck would deal a whole lot of damage.  you could just make it deal 1 damage no matter how much it blocks, then it would be fairly balanced at this cost.
