Meant as a heavy hitter for use once a stable scrap economy is up and running.

True, but in order to get ahold of scrap, cards you own have to die... effectively its like requiring the owner to continually sacrifice cards.

At any rate, yes it is expensive upkeep, but it could also become an extremely large creature if you have a lot of scrap.
This way, you cant spam large creatures for low cost without them dropping off rapidly.

I thought that the hp for time-frame is defined by decksize and doesn't fluctuate, unless I read it wrong. This card decays each turn unless fed continually. (I do like time frame though, since "Fat Decks" need a little more love)... But, yes balancing cards that have the potential to be very large relative to cost is a tricky thing.
I'm hoping that the upkeep and auto-decay balances it out here.
