I like this card, and don't think its OP.  I don't know why it was getting so much hate earlier.  (Except I do hate it when I don't see the card frame with it, I like to visualize the card)

I mean a Deflag guarantees you get rid of exactly what permanent you want, and this one doesn't.

Think about earthquake. It destroys 3 pillars. At a much worse cost ratio, deflag destroys just one permanent. So we can agree that pillars are the worst permanent to destroy, no? Except this is earthquake with a chance at destroying other permanents besides pillars.
