I've been working a long while on this, and I just can't decide on how it should go.
This is my take on "Burn Counters".

It's very simple, Counters decrease by 1 per turn and deal dmg = to that duration, so

unUP: 2->1 dmg
UP: 3->2->1 dmg

solo, it's not very strong, the trick is to stack them up
if you stack 2 upgraded your progression becomes 6->5->4->3->2->1, a total of 21 damage for 10 quanta. Of course it stacks up to 6 times(6 copies)

The problem here, and a poll will be made. Is that the effect obviously decreases with duration, and you have to let it go that full duration for maximum effect. As such, it may very well be slightly UP.

The orignal was unUP: 3 turns
      UP: +1 cost| 4 turns
I feared this slightly OP, I'm really not sure which it is in reality, which is why I'd love to hear some opinions about the idea.

This is useable on creatures and players.

Sorry, 10  :fire for 21 dmg is quite weak. Lightning can do 20 dmg with 4 :aether, but 2 more cards. I think decrease the cost to 4 :fire or even 3 :fire, and add 1 more turn. That will be 4 + 3 + 2 + 1 = 10 dmg for 3-4 :fire but 1 card.

i had a similar mechanic for bunnify effect, was called radiation and was reduced by 50% each turn.
as far as balancing goes, this one is tricky because it is triggered by a spell.  if you save up 5 of these in a stall deck, it does 15 topend damage, for 25 quanta, thats a terrible ratio, but it is uncounterable, unless purify can stop it.  still a dragon would do more damage over a few turns for half he quanta.  if anything its pretty UP, and even if it were balanced, its something fire doesnt need to add to its arsenal, firebolt pretty well covers the cc or damage your opponent, and waiting to use it makes it more powerful, niche.

the card name is already taken by the upgraded rain of fire.

Hmm so a potential element change(though I don;t really know what other "counters" ther could be)
And by general consensus this is UP?(maybe I'm too conservative on ideas >.>)

I'm gonna run some more numbers and see if I can't find another element for this.

FYI, this mechanic will deal N*(N+1)/2 Damage where N = number of turns burned. Thought that might be useful to help you balance since its a little easier than summing by hand.
While fire doesn't really need any more CC methods, I do think this is a pretty cool mechanic.
I think it would be cool if burn counters would cancel out freeze duration and vice versa. This would give it some additional utility and promote the fire and water elemental themes as well.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?
