Why not make it a spell that targets only one creature? I had a similar idea and also thought having this ability be repeatable would be a gamebreaker. By making it into a spell, it's a one-time use only, you can only have max 6 copies, so a player would have to be smart about choosing which creature to kill (or damage) with it.

At that point Maxwell's Demon would be a fitting final design.
