I'm not quite sure this is beneficial enough to warrant an ability cost at all. In fact, I think the ability itself is underpowered. I'm not quite sure how to turn it into a great ability, because all I can think of is a mini Millstone effect, removing the top card of your opponent's deck instead of revealing it. Of course, this is probably a bit too powerful (every time this has been suggested it has been shot down). Just a thought.

Make it go deeper -- say, 3 cards down -- so you could do a little long-range planning.  Also, show both your own and your opponent's deck at the same time.  Then you're looking at something worth a card spot, a casting cost, and an activation cost.

A new mechanical tool will be needed to perform the task of showing the next card the opponent is to draw. Why is this purposeful enough to have that mechanic created?

Why would I use this over Precognition? Precog draws me a card, does not waste time and does not require such a card expenditure to use.

I don't think that a new mechanic will need to be added, the game should know the cards order. It just have to show you the next one.

It would probably show you in the top-left, where it currently briefly displays the cards the opponent has played.
I agree on going deeper, and the cost mechanism is negated if you have the creature Prophet. But, even without that combo, I'm trying to make the cards fesible by themselves as well.
