If you do not know if you have permission to use an image then you don't.
If you cannot prove you have permission then you don't.

The card seems balanced at 4 |3 and is a good way to represent Retribution.

Excuse me if I'm missing something here, but how would this be useful with stall decks? Neither stalling cards such as Sundial and P-Shield or Armagio let the enemy damage you, which is what this card requires.

Haha it's okay.

I was thinking this would be more useful alongside with Feral Bond or SoG and an Alfatoxin used on your opponent's side. The bond and shards will heal you and using multiple scales will allow you to collect massive damage potential.

Aflatoxin + This Card +  Healing = You won't be dead, but you're killing the opponent?

Pretty much. Having say... 3 scales on the field and your enemy has a field of almost entirely m-cells, that would mean you take about 23 damage per turn while you can return about 69 damage for each turn you let the scales collect counters.
