This card will affect ALL ranged creatures and weapons, but will only cause marked creatures and weapons that YOU own to become ranged.

Mechanic:
When a ranged creatures or weapon attacks successfully (e.g. deals damage to the opponent) a random enemy creature or weapon is selected randomly. Then, the potential victim has a chance to be frozen based upon its remaining HPs, the absolute value of the damage that the ranged attacker dealt to the opponent, and the number of copies of this permanent in play.

P(freeze) = ( abs(Damage) / (abs(Damage) + HP) )^(1/Ncopies)

When more than one of these is in play, each one will trigger separately.
E.g. for a 1 damage attack, a 1 HP creature would have the following chance to be frozen:
1 copy: 50%  <- 1/2 <- (1/(1+1))^1
2 copies: 70% <- sqrt(1/2)
3 copies: 79% <- (1/2)^(1/3)
4 copies: 84% <- (1/2)^(1/4) .. etc
For a 3 HP creature and a 1 damage attack:
1 copy: 25%
2 copies: 50%
3 copies: 63%
4 copies: 71% .. etc.

This formula is, admittedly, quite complex, but is done so that:
1) Higher damage attacks have a better chance to freeze their target
2) Higher HP creatures have a better chance to resist their target
3) More copies of this card increase the freeze chance
4) Only 1 enemy will get frozen per ranged attack
5) It gives enough tweakable variables to allow the freeze chance vs Damage, HP and Stack count to be fine tuned as needed to keep this card balanced.

In the case where both the upgraded and unupgraded are in play, there will still be only 1 enemy creature selected, and the upgraded and unupgraded chances are calculated separately, with the upgraded version computed second (e.g. if the both succeed the 4-turn congeal takes precedent).

Lastly, this permanent stacks. E.g. if you play a second unupgraded copy it stacks over the first one. The same goes for the upgraded version.
However, the upgraded and unupgraded version make separate stacks.

This is to prevent being able to mark more than a few cards in a turn, which is meant to help balance out the ability to select which card in your hand gets marked (e.g. it is the balancing trade off for not having to deal with random card marking)

Indeed!

Of course, if the opponent has ranged creatures or weapons, your own weapons and creatures would start getting frozen... so there is a little counter balancing there.

There will be a :fire :earth equivalent soon (once I get the artwork made)... based on shredding permanents.
