Actually I quite like the new effect O_o, though I feel it should be a tad more.

Why is the sword drawn in the picture?

Also why would Iaido be usable only when the controller has 10+ quanta of their mark?

Because the samurai feels that you are powerful enough for him to be your servant ? :P
And the sword could just be at the ready for use.

I considered the effect of "6 Other - Iaido : Samurai gains +6 | +0 for 1 turn." to more accuratley represent the instant slash effect, after posting the new effect, but it looks like people are interested in this version so I'll explain.

The samurai with his sword already drawn is an art constraint. Most samurais in art would probably potrayed with the sword out of the sheath to appear more intimidating, and I really like Viperz's version of the Samurai. As Jenkar said, he could be prepared to slice.

As for the sword technique, I'm consider the concept of making the Samurai the real "mercenaries" of the Elements world - they will fight for you, but only if you pay them enough. Part of the energy from the quantum limit could also be in order to focus in order to perform the sword technique.

The new effect makes sense.

However the art does not because that stance is not part of Iaido. Better art would be a situation with a sword half drawn or at least in a slice that is part of the same martial art.

The element should be Aether, just a suggestion.
Aether is more of Immortals & Stronger Cards than gaining and losing.
