No, you need to play 2 Rotations in one turn to delay your opponent's creatures.
As implied by the notes, the creatures without activated abilities that your opponent controls will also be delayed.

Creatures without activated abilities do not have summoning sickness if they were played last turn. This demonstrable by playing Mitosis.
Creatures that did not have summoning sickness on their turn do not have summoning sickness on your turn. Their summoning sickness was already removed.
If you do not mean Ready as related to summoning sickness like Shard of Readiness is related to, then please clarify that.
A creature is "ready" iff they are glowing.
If a creature is not glowing, they are not "ready" and are affected by the first mechanic of Rotation as expanded in the Notes.
If a creature is not affected by summoning sickness but has no ability as of yet, it is not glowing, and therefore is not "ready", because its "readiness" is not displayed, as explained in the Notes.
