I think this card might fit Entropy(Luck based) better but Time(Deck Thinning) is another good choice.
At best this card saves you 8|10 quanta (Phase Dragon)
At worst it costs you 16|18 quanta (Phase Dragon again)
I do know that it will be included in decks with a higher chance of getting a above average result than a below average result. However I do not know how much the average quanta saved would be.
I do believe that this card should cost 1|0 + average quanta saved.

i have found teh average cost of a card which is *cue drumroll* 3.69 or we round up to 4 so the cost should be 5|4, i can easily make the nescesary changes, well this is average of unupped, didnt feel up to finding the upped.

A cost reduction of 2 as the upgrade (what you currently have) is acceptable.
I would guess that the average cost of a card is not the average quanta returned by playing this card.

I think a cost of 3 | 2 would be better. You could use it to pull off nice tricks (playing cards of elements you don't have quantum for, for instance). But normally, it's a waste and statistically rewards decks with multiple identical cards. Since drawing a card (on upped versions of cards like hourglass and precognition) costs 1
, this costing 2
could be ideal. Great risk, all in all, but can be extremely rewarding.
