Or does it mean that draining cards (Fractal, Miracle, Sky Blitz) all require two types of quanta: the necessary quanta from your element (i.e. ten Entropy for Fractal) and any amount of the original quanta drained (i.e. Aether)?

This card puts it that "All remaining air quanta is consumed", so with Resonance it still drains all quanta but it doesn't have an quanta requirement (kinda like SoSac) but instead costs 9 quanta of your mark.

So yes, Double Sky Blitz technically possible, yes.

I think resonance fits more.

I think , , , , and all fit... maybe as well ... although that fits more in terms of resonant force rather than a quantum resonance.

I can see fitting somewhat, but that would be more in the context of a tidal or sonar phenomenon.

Aside from thematics, the other consideration for element choice is which element will benefit from / needs the mechanic most.

For there is definitely need for generation of off element quanta, but that is more in the context of ability use, not so much for card playing.

Elements that would probably benefit most from this card in terms of needing to be able to cast off element cards:

(mindgate)
(SoSe, rewound mutants)
(almost all pillar based bows could benefit strongly)

This would certainly be a very useful card in mindgate or SoSe based decks.
With 3 SoSe and 6 of these, you are guaranteed to have the potential to generate enough quanta to play all the cards SoSe generates (barring QC of course).

So, necro bump on this. Ultimately it is a card at its heart, hence the lack of element for its upgrades variant. Plus should I be thinking of balancing (of elements at this point? I think my thought process is that placing it in and perhaps could make it erm... too overpowered?

If it's in then that stops the Sky Blitzing unless your mark is not air and you are still running sky blitz plus this card.

Not sure how could make it overpowered. It doesn't help you cast cards from the same element, just the opposite. I guess you could add in other cards from other elements to help your deck but it would still require a 2 card combo which helps balance it some. Mindgate would probably be the most powerful synergy with this card, as was stated above.

I think Air would be the better option though. Thematically it fits it better, and it would help eliminate any overpowering of Sky Blitz unless it also changed the quanta Sky Blitz fully consumes after use.
