I absolutely love this idea.
Question : Is it going to be a weapon (unobtainable save through slots or quest) or a shield (bazaar obtainable), as an independent card?

I don't think this should be a rare weapon, it does minimal damage for a chance at poisoning, and is aligned to the wrong element in both its passive and active ability, and Arsenic guarantees poisoning anyway.

I like it, great versatility. But i think quicksilver is doing a bit too much for a shield. I suggest removing one of the effects: miss, poison, or lobo.

you should provide %s accounting for the "may" statements, if not in the card than at least in the notes, it makes a pretty big difference in the effectiveness of the card
