When it revert back to its base stats, it pretty much mean that creature is remove, and replace with a clean copy of that card.
IDEAL USAGE:
For rejuvenate, could see it 2 use.  One is to act as an instant heal and/or take off any debuff for your own creature.  Another is to debuff enemy buffed creature.  The upgrade version have a greater debuff effect.

Possibly but you could use this to take care of Lava Golem or anything else that uses Growth or Ablaze.

Also sending it back to its unupgraded version is a nice trick, you cna play Reyouthenate on it and then rewind it, hmm nice idea.

Yeah.. It is a bit under power compare to Rewind. 

But for the unuppgrade version, you can still use on say your dying dragon or antimatter dragon, which will heal it up with out the added cost of summoning it again. 

for the upped version, certain cards would be weaken more if it is unupped.

Yes to resurrect a dying Silurian Dragon rather than rewind or lose it for only 2 :time is a great thing.

I personally like this card and although in some situations it will be surplus to requirements does have it's advantages.

Rewind is more costly...But losing 3 attack and defence? Nah.

Devonian - 10|10
Sulurian - 13|13


Its worth the extra 2 (Or 3) :time

But note that this card can be a killer too!

A 4 poison lava golem, rejuvenate it to kill it.  How? This card says nowhere that it removes Poison, Aflatoxin, Or any other affect similar to gravity pull, momentum, adrenaline, time bubble, ect.

Underpowered Reverse Time? I believe so :)

It does remove ALL conditions.  (as it replace it with a clean copy)
