Suggestion
Because of the unforgiving environment of elements cards like this have been discouraged and are very very powerful. Even at such a cost, the ability to deny your opponent a key card that he has no other way of obtaining is game breaking. If you wish to propose such idea in contradiction to the evidence that has come before, you may wish to supply some evidence of your own to show that this card is a postive for the game.

how about it shuffles them into the deck then picks two at random too replace?

If you were to do that, you should probably a)greatly decrease the cost or b) allow if to swap more cards in your hand.  However, swapping cards doesn't fit with the picture and is more of an Entropy concept.
