A lesser effect would work as a permanent.Ex:Sanctions: Creatures and weapons drain/absorb quanta to attack.(Drain would prevent attacks if there was no quanta. Absorb would kill creatures/weapons if there was no quanta)
When a defensive permanent doesn't stack it might be better as a shield. (Shields use the shield slot and cost ~3quanta less)

Making it a shield would only be trading the card cost (duplicates aren't cool) and self-harm for a "lower cost" (except it becomes balanced so that the cost actually increases), which would cause it to shift its niche away from the splash-able category.
